Paint.NET  is a free image and photo manipulation software it runnng on XP, Server 2003 or Vista.

Paint.NET has many of the powerful features that expensive commercial applications have, including the ability to use layers. We welcome any suggestions, and provide the source code for final releases under the MIT License.

With unlocker you can fix this problem “Windows error messages”

* Cannot delete folder: It is being used by another person or program
* Cannot delete file: Access is denied
* There has been a sharing violation.
* The source or destination file may be in use.
* The file is in use by another program or user.
* Make sure the disk is not full or write-protected and that the file is not currently in use.

You need java Runtime Environment to run applications called “applets” that are written in the Java programming language. These applets allow you to play online games, chat with people around the world, calculate your mortgage interest, and view images in 3D.

Many cross platform applications also require this to run.
